Traffic Management is the practice of managing existing traffic conditions, being road or pedestrian traffic, to allow contractors to undertake work within a road reserve or footpath. Traffic management minimises the risks to all parties involved with the works so they can eliminate or highly reduce the risk of any party being injured or having incidents occurring.

Different types of traffic control can be implemented so that contractors can undertake their works/events using such traffic management techniques as lane closures, road closures & detours.

Memorandum of Authorization – MOA

A MOA is a permit issued to a traffic management company giving permission to implement traffic control devices within a VicRoads road reserve. An MOA is not permission for a contractor to undertake their works.

Works within road reserve permit – NRIW

A NRIW is a permit applied for by a contractor to work within a road reserve. Contractors have to apply for these, Traffic Management Companies are not allowed to apply for these unless they are they company undertaking the actual works.
